What is a cluster?

A cluster is a geographic area used to support learning and coordination among nearby communities. It may include several localities. The term describes a setting in which people can consult, build capacity, and learn from experience together.

Understanding milestones

Milestones describe stages in the development of a community’s capacity to sustain and extend its efforts. They concern the growth of participation, learning, service, and coordination. The first, second, and third milestones mark successive advances along that path.

Reading regional information

Reported status describes what has been recorded at a particular date. A goal describes an intended future position. Always read milestone information together with its date and whether it represents an observation or a goal.
